Are there any tools to help me figure out where I should publish an article? How do I figure out impact factor?

Elsevier provides a tool called Journal Finder, which helps "you find journals that could be best suited for publishing your scientific article."

Using EndNote Online, you can use the Manuscript Matcher tool.  Simply login to EndNote Online by creating an account or logging in with your Facebook or LinkedIn account. Then click Match at the top of the menu.

Also, Ulrichs is another great tool to search for journals that match keywords in your article.
