Since you know the publication details of the article you want, you possess the information you need to try accessing it via the journal that published it. This is a good strategy to use when you're having trouble accessing an article another way.
Here's what you need to do: Go to the CMSRU Library website located at: http://www.lib.rowan.edu/cmsru. From there, if you want to find articles from a particular journal, click on the "Journal Finder" tab and enter the name of that journal in the search box. Then, click the search button. Your results will let you know which databases include the journal. Each of the databases listed will be accompanied by a "Full text available from" date range; make sure that the issue of the journal you want falls into that date range. Then go ahead and click the database link with the appropriate available dates.
If you're still not able to access the article, it may be that we don't have it. But that still doesn't mean we can't get it for you! Please request it from us via Interlibrary loan, and we'll check to see if we can get it for you from another library: https://www.lib.rowan.edu/cmsru/services/interlibrary-loan
